Challenges: How to Improve Website Performance to Foster Communication in ASEAN-Japan Cooperation Initiatives?
Established in 2006, the JAPAN-ASEAN Integration Fund (JAIF) is a strategic cooperation initiative between ASEAN and Japan. This initiative aims to support ASEAN integration by implementing ASEAN 2025: Forging Ahead Together, which covers the political-security, economic, and social-cultural pillars. JAIF has also supported the IAI Work Plan IV and the Master Plan on ASEAN Connectivity (IMPAC) 2025, as well as strengthening ASEAN-Japan cooperation.
To support communication with stakeholders, JAIF has developed multiple channels, including a website and social media. Its website serves as the main platform for providing information on JAIF’s programs and projects. Since its launch in 2017, the number of users has increased significantly, from 4.837 in 2018 to 40.968 in 2023. Consistent content updates and communication activities contributed to the user growth. However, the website has encountered a problem with slow loading times, likely due to code structure or user request management. In addition, the website required a major revamp to improve performance, enhance the user experience, and foster effective communication.
The primary objective was to revamp the JAIF website to improve its performance, user experience, and communication effectiveness with stakeholders. In other words, website performance was our priority to deliver faster load times and a more responsive browsing experience.
Solutions: Redesigning Website with Improved Accessibility and Effective Communication
The strategy involved a website redesign using modern technology and programming languages, replacing the WordPress platform that relied on numerous plugins. Also, optimizing architecture, performance, design, and user experience was included in our strategy. We applied this strategy to build a faster, more stable platform that is easier to maintain and develop in the future.
The development phase started by redesigning the system architecture, separating frontend and backend components, optimizing performance and security, and developing features natively without relying on third-party plugins. Furthermore, we have updated the design and user experience, migrated content, and conducted comprehensive testing to ensure that the new website is faster and more secure.
The JAIF website has a unique aspect, as seen in its position as an official, centralized platform that provides information, achievements, and the impact of ASEAN-Japan strategic cooperation through JAIF programs. It delivers credible, transparent, and accessible information for all stakeholders, reinforcing trust and promoting greater collaboration.

The new website, jaif.asean.org, has enhanced public access to information by providing bilingual content in English and Japanese. This enhancement enables stakeholders, partners, and the public to easily understand JAIF's role, programs, and impact in an inclusive, transparent, and cross-cultural manner. In addition, website performance has improved, allowing users to access information on ASEAN-Japan cooperation more quickly and effectively.
